What is this type of permesso?
This type of permesso is given to researchers who enter Italy to carry out a research project with an institute or a university.
How is it possible to request this visa?
The institute or university has to request a Nulla Osta from the Ministry of the Interior website using the Modello FR. For this, the institute or university has to be registered on the list of institutions authorized to carry out hosting agreements, organized by the MIUR.
The institute also has to guarantee and provide a hosting agreement to the researcher stating that they are ready to host them, and the researcher has the duty to complete the research project.
What are the other requirements for the Nulla Osta?
The institute/university has to provide:
- ID document of the legal representative of the research institute
- Passport of the researcher
- Idoneità alloggiativa
- Cessione Fabbricato/Dichiarazione di ospitalità
What types of work are acceptable for the research project?
The research activity can be carried out as:
- subordinated employment
- self-employment
- research training grant (borsa di addestramento alla ricerca)
- research fellowship (assegno di ricerca)
- post-doctoral research scholarship
- Contratto di Ricerca
So, does this only work if I am coming from outside?
No, in any case they can request the Nulla Osta through the modello FR, also if you are already in Italy.
Can I start working with ricevuta?
Yes, it is possible to do that.
At the end of my research project, can I convert my permesso?
Yes, at the end of the researcher permesso there is the option to convert it into a permesso for ricerca lavoro to search for a job or to start a business that is related to the research project that you just finished.
What about going to a student permesso?
This is not possible.
Can I convert my permesso if I don’t finish my research project? Some people told me about another Nulla Osta to do that.
The Nulla Osta for conversion is only from student to work; there is no Nulla Osta to convert a researcher permesso into a work one.
What if I quit the contract?
If you quit the contract, you will automatically lose your rights to hold the permesso and also to stay in Italy.
Can I convert the researcher permesso into the long-term one?
About that, there is a gap in the law. The researcher permesso is not on the list of the permessos allowed for direct conversion to the long-term one, nor is it on the list of those that are not allowed. However, based on what the TUI states about the researcher permesso, this conversion is almost impossible.
